General Meeting
At 8.00 pm on Monday 10th December 2007 at Hartsfield
Manor to brief supporters on what has been happening over the year
and to also prepare and ask for support in lobbying of the planning
committee. Please come.

| CAMEL To Organise
Lobby of SCC Planning Committee
Surrey County Council's planning committee are
now scheduled to hear the planning application by J & J Franks
to turn the Common Field, Betchworth into another sand quarry, in
advance of the Council completing its Minerals Development Plan.
The proposed date for the hearing is 19th December
2007 at County Hall, Kingston, although this may be postponed, yet
again, until January. Please watch this website for final confirmation
and times.
CAMEL is working with the Parish Council to arrange
representatives to speak at the meeting. However, it is essential
that the Planning Committee is made aware of the strength of local
feeling which these speakers will hope to convey, so please try
and help fill the public gallery on the day.

Stop the Quarry - Save Betchworth Commmon
Field
Planning Permission has been applied for by JJ
Franks to extract 770,000 tonnes of sand from the Common Field,
commencing in 2012 and expected to complete in 2024. Surrey County
Council have asked that responses be made by 23 July 2007, just
TWO weeks after the publication of a several hundred page application.
This flies in the face of proper consultation bearing in mind the
application could sway planning policies that have yet to be defined!
Although you may have written a letter regarding the Minerals Plan,
you must write against this planning application TODAY!
We have published below just some
of the key issues that CAMEL have identified which could be
suitable arguments against the proposed development and industrialisation
of the Common Field.

Preferred Option Consultation - Summary
of Responses (Sept 2006)
SCC received just over 3000 responses on the
draft minerals plan from a range of different interests including
residents, mineral operators, district councils and statutory undertakers
(such as water companies). Its purpose is to summarise the main
points raised, and to highlight issues, which may require further
work and investigation. The report does not reproduce every submission
received but tries to reflect the full cross-section of views. Although
the
Full Report from the consultation is available on the SCC website,
we have put together an extract for The
Common Field, Pages 309-346.

Annual General Meeting (May 2006)
CAMEL outlines its activities and achievements
over the last 18 months, but more importantly CAMEL highlight the
key issues that need to be addressed. The

The Common Field has been reduced by 75% from an 18
Hectare to a 4.6 Hectare site. However, the fight still continues
with critical issues of hydrology, pollution and ecology being raised
should the Common Field beome another sand quarry. We

| Surrey Minerals Plan Update
(Dec 2005)
The County Council is continuing with preparatory
work prior to the publication of the draft minerals plan (preferred
options) at Easter 2006, which will then be subject to a formal six
week public consultation. Work on the core strategy is now substantially
complete, and final preparation of the other documents is well underway.

Surrey Statement of Community Involvement
(SCI)
The Statement of Community Involvement (SCI)
covers the administrative area of Surrey County Council. It sets
out how people will be involved in the process of planning for minerals
and waste development in Surrey. The SCI sets out SCC policy for
public consultation and involvement in the preparation of the minerals
and waste plans, and in the determination of planning applications
for minerals and waste development. Following consultation, a planning
inspector will examine the document and consider any comments received.
This part of the process is currently scheduled for spring 2006.
The inspector may require changes, which SCC are obliged to incorporate
before they adopt the SCI later in the year.

CAMEL attends the Stakeholder Workshop
A full-day stakeholder workshop to assist with
the preparation of the draft minerals plan was held on 21 September
2005 at the Runnymede Centre in Chertsey. The event provided an
opportunity to discuss the key parts of the draft minerals plan
with a diverse range of stakeholders. The issues discussed included
draft objectives, policies, and site selection methodology and future
consultation strategies.

Pressure grows to develop quarries
at Betchworth and Buckland
On 5 July a meeting was held locally between the
Minerals and Waste Development team of Surrey County Council and key
organisations from the area. These included organisations representing
Reigate and Dorking, the Parish Councils, village societies and the
Campaign Against Mineral Extraction and Landfill (CAMEL). As CAMEL
had established widespread support amongst the local community and
had produced comprehensive technical reports in response to SCC's
initial proposals, the group took the lead in discussions.

CAMEL has submitted its Technical Report
to Surrey County Council
The report has been produced by residents under
the banner of the Campaign Against Mineral Extraction and Landfill
(CAMEL) and its planning and environmental advisors RPS plc. Covering
the key designated areas at Betchworth Common Field and Shagbrook,
Reigate Heath, the report highlights a number of key issues which
Surrey County Council need to consider properly.

Betchworth Common Field
The Common Field does not divide Brockham and
Betchworth - rather it provides an historic and important link between
them. The effect of the quarry will be devastating on this link.
Surrey County Council intend to extract over 700,000 tonnes of sand
from the Common Field - an area of over 45 acres. If the quarry
proposal goes through, the impact will be significant on the communities
of Brockham, Betchworth, Buckland, Boxhill and the surrounding area.

Reigate Heath - Shagbrook
Surrey County Council has proposed the Shagbrook
site directly adjacent to Reigate Heath Nature Reserve (SSSI) for
potential mineral extraction under their potential mineral zone
plans encapsulated in the Surrey Minerals Development Framework.
What are the implications for Reigate Heath Nature Reserve? The
Heath itself contains some of the finest soft sand available. If
Shagbrook becomes a sandpit how long will The Heath be able to maintain
its SSSI status? All the Latest
